is director general of The Norwegian Registration Authority for Health Personnel (SAFH). He has degrees from The Officers Training School in The Norwegian Army, The Engineers Corps (1969) and The Economic College, first level (1971), and graduated from The University of Oslo, The faculty of Law, in 1977. Per Haugum has been lieutenant in The Norwegian Army, The Engineers Corps from 1988 to 2004, legal advisor in The Norwegian Ministry of Justice and Police from 1977 to 1982 and deputy judge at The District Stipendiary Magistrate in Kristiansund N from 1979 to 1981. He was attorney in private practice from 1982 to 1993. He was assistant director at the office of the County Health Officer for Oslo from 1994 to 1998, assistant director at the Department of Health, Environment, Safety and Security in The Norwegian Post Company Ltd from 1999 to 2000. Since 1995 he has been a part time teacher and censor in Human Recourse Development, Management and Leadership at The Adult Education Association in Oslo, and since 2007 part time teacher at Hedmark University College.
